World highest railway bridge

Indian engineers are toiling in the Himalayas to build the world's highest railway bridge which is expected to be 35 metres taller than the Eiffel Tower when completed by 2016.

The arch-shaped steel structure is being constructed over the Chenab river to link sections of the spectacular mountainous region of Jammu and Kashmir.

The bridge is expected to be 359 metres (1,177 feet) high when completed — surpassing the world's current tallest railway bridge over the Beipanjiang river in China's Guizhou province, which stands at 275 metres high.

kALI (laser)


The KALI (Kilo Ampere Linear Injector) is a linear electron accelerator being developed in India, by the Defence Research Development Organization (DRDO) and the Bhabha Atomic Research Centre (BARC).

Overview
The KALI is not a laser weapon as commonly believed. It emits powerful pulses of electrons (Relativistic Electron Beams- REB). Other components in the machine down the line convert the electron energy into EM Radiation, which can be adjusted to x-ray (as Flash X-Rays) or microwave (High Power Microwave) frequencies.

This has fueled hopes that the KALI could, one day be used in a High-Power Microwave gun, which could destroy incoming missiles and aircraft through soft-kill (destroying the electronic circuitry on the missile). However, weaponising such a system has many obstacles to overcome.

History
The KALI project was first mooted in 1985 by the then Director of the BARC, Dr. R. Chidambaram. Work on the Project began in 1989, being developed by the Accelerators & Pulse Power Division of the BARC. (Dr. Chidambaram was also the Scientific advisor the Prime Minister, and the Chairman of the Atomic Energy Commission). DRDO is also involved with this project. It was initially developed for industrial applications, although defence applications became clearer later.

The first accelerators had a power of ~0.4GW, which increased as later versions were developed. These were the KALI 80, KALI 200, KALI 1000, KALI 5000 and KALI 10000.

The KALI-5000 was commissioned for use in late 2004.

Design
The KALI series (KALI 80, KALI 200, KALI 1000, KALI 5000 and KALI 10000) of accelerators are described as "Single Shot Pulsed Gigawatt Electron Accelerators". They are single shot devices, using water filled capacitors to build the charge energy. The discharge is in the range of 1GW. Initially starting with 0.4GW power, present accelerators are able to reach 40GW. Pulse time is about 60 ns.

The Microwave radiations emitted by the KALI-5000 are in the 3–5 GHz Range

The KALI-5000 is a pulsed accelerator of 1 MeV electron energy, 50-100 ns pulse time, 40kA Current and 40 GW Power level. The system is quite bulky as well, with the KALI-5000 weighing 10 tons, and the KALI-10000, weighing 26 tons. They are also very power hungry, and require a cooling tank of 12,000 liters of oil. Recharging time is also too long to make it a viable weapon in its present form.

Applications
The KALI has been put to various uses by the DRDO. The DRDO was involved in configuring the KALI for their use.

The X-rays emitted are being used in Ballistics research as an illuminator for ultrahigh speed photography by the Defence Ballistics Research Institute (DBRL) in Chandigarh. The Microwave emissions are used for EM Research.

The microwave-producing version of Kali has also been used by the DRDO scientists for testing the vulnerability of the electronic systems of the Light Combat Aircraft (LCA), which was then under development.

It has also helped in designing electrostatic shields to "harden" the LCA and missiles from microwave attack by the enemy as well as protecting satellites against deadly Electromagnetic Impulses (EMI) generated by nuclear weapons and other cosmic disturbances, which "fry" and destroy electronic circuits. Electronic components currently used in missiles can withstand fields of approx. 300 V/cm, while the fields in case of EMI attack reach thousands of V/cm.

As a Weapon
The KALI's potential for a military role as a beam weapon has made it, in the eyes of China a threat. However, weaponisation of the KALI will take some time. The system is still under development, and efforts are being made to make it more compact, as well as improve its recharge time, which, at the present, makes it only a single use system.

There are also issues with creating a complete system, which would require development of many more components. There have been reports of placing the weaponized KALI in an Il-76 aircraft as an airborne defence system. There is also speculation of using the KALI as an Anti-satellite weapon and as a space-based weapon system, although it is unlikely that they would be implemented, given India's stance on those issues.

The Polar Satellite Launch Vehicle, commonly known by its abbreviation PSLV, is an expendable launch system developed and operated by the Indian Space Research Organisation (ISRO). It was developed to allow India to launch its Indian Remote Sensing (IRS) satellites into sun synchronous orbits, a service that was, until the advent of the PSLV, commercially available only from Russia. PSLV can also launch small size satellites into geostationary transfer orbit (GTO).

As of 2014 the PSLV has launched 65 satellites / spacecrafts (30 Indian and 35 Foreign Satellites) into a variety of orbits. Some notable payloads launched by PSLV include India's Chandrayaan-1 lunar probe and the Mars Orbiter Mission.[2] It is the most successful launch vehicle in ISRO, till date, with 25 consecutively successful flights out of 26 launches.

Development
PSLV was designed and developed in the early 1990s at Vikram Sarabhai Space Centre (VSSC), Thiruvananthapuram, Kerala. The inertial systems are developed by ISRO Inertial Systems Unit (IISU) at Thiruvananthapuram. The liquid propulsion stages for the second and fourth stages of PSLV as well as the reaction control systems are developed by the Liquid Propulsion Systems Centre (LPSC) at Mahendragiri (Tirunelveli),Tamil Nadu. The solid propellant motors are processed at Satish Dhawan Space Centre (SHAR) which also carries out launch operations.

After some delays, the PSLV had its first launch on 20 September 1993. Although all main engines performed as expected, an attitude control problem was reported in the second and third stages.[clarification needed] After this initial setback,[clarification needed] ISRO met complete success with the third developmental launch in 1996. After a partially unsuccessful launch in 1997, further successful launches followed in 1999 and 2001.

PSLV continues to be the workhorse of Indian satellite launches, especially for LEO satellites. It has undergone several improvements with each subsequent version, especially those involving thrust, efficiency as well as weight. In November 2013 it was used to launch India's Mars Orbiter Mission into an elliptical orbit around Earth. Mars Orbiter Mission is India's first interplanetary mission to planet Mars with an orbiter craft designed to orbit Mars in an elliptical orbit.

Vehicle description
The PSLV has four stages using solid and liquid propulsion systems alternately. The first stage is one of the largest solid-fuel rocket boosters in the world and carries 138 tonnes of Hydroxyl-terminated polybutadiene (HTPB) bound propellant with a diameter of 2.8 m. The motor case is made of maraging steel. The booster develops a maximum thrust of about 4,430 kN. Six strap-on motors, four of which are ignited on the ground, augment the first stage thrust. Each of these solid propellant strap-on motors carries nine tonnes of HTPB propellant and produces 677 kN thrust. Pitch and yaw control of the PSLV during the thrust phase of the solid motor is achieved by injection of an aqueous solution of strontium perchlorate in the nozzle to constitute Secondary Injection Thrust Vector Control System (SITVC). The injection is stored in two cylindrical aluminum tanks strapped to the solid rocket motor and pressurized with nitrogen. There are two additional small liquid engine control power plants in the first stage, the Roll Control Thrusters (RCT), fixed radially opposite one on each side, between the triplet set of strap-on boosters. RCT is used for roll control during the first stage and the SITVC in two strap-on motors is for roll control augmentation.

The second stage employs the Vikas engine and carries 41.5 tonnes (40 tonnes till C-5 mission) of liquid propellant – Unsymmetrical Di-Methyl Hydrazine (UDMH) as fuel and Nitrogen tetroxide (N2O4) as oxidizer. It generates a maximum thrust of 800 kN (724 till C-5 mission). Pitch & yaw control is obtained by hydraulically gimbaled engine (±4°) and two hot gas reaction control for roll.

The third stage uses 7 tonnes of HTPB-based solid propellant and produces a maximum thrust of 324 kN. It has a Kevlar-polyamide fiber case and a submerged nozzle equipped with a flex-bearing-seal gimbaled nozzle (±2°) thrust-vector engine for pitch & yaw control. For roll control it uses the RCS (Reaction Control System) of[clarification needed] fourth stage.[citation needed]

The fourth and the terminal stage of PSLV has a twin engine configuration using liquid propellant. With a propellant loading of 2 tonnes (Mono-Methyl Hydrazine as fuel + Mixed Oxides of Nitrogen as oxidiser), each of these engines generates a maximum thrust of 7.4 kN. Engine is gimbaled (±3°) for pitch, yaw & roll control and for control during the coast phase uses on-off RCS. PSLV-C4 used a new lightweight carbon composite payload adapter to enable a greater GTO payload capability.[citation needed]

PSLV is developed with a group of wide-range control units.

Variants
ISRO has envisaged a number of variants of PSLV to cater to different mission requirements. There are currently three operational versions of the PSLV — the standard (PSLV), the core-alone (PSLV-CA) without the six strap-on booster motors, and the (PSLV-XL) version, which carries more solid fuel in its strap-on motors than the standard version. All the three versions have proved to be unalloyed successes. These configurations provide wide variations in payload capabilities ranging from 3800 kg in LEO to 1800 kg in sun synchronous orbit.

PSLV (Operational)
The standard version of the PSLV has four stages using solid and liquid propulsion systems alternately and six strap-on boosters. It currently has capability to launch 1,678 kg to 622 km into sun synchronous orbit.

PSLV-CA (Operational)
The PSLV-CA, CA meaning "Core Alone", model premiered on 23 April 2007. The CA model does not include the six strap-on boosters used by the PSLV standard variant. Two small roll control modules and two first stage motor control injection tanks were still attached to the side of the first stage. The fourth stage of the CA variant has 400 kg less propellant when compared to its standard version. It currently has capability to launch 1,100 kg to 622 km sun synchronous orbit.

PSLV-XL (Operational)
PSLV-XL is the uprated version of Polar Satellite Launch Vehicle in its standard configuration boosted by more powerful, stretched strap-on boosters. Weighing 320 tonnes at lift-off, the vehicle uses larger strap-on motors (PSOM-XL) to achieve higher payload capability. PSOM-XL uses larger 13.5m, 12 tonnes of solid propellants instead of 9 tonnes used in the earlier configuration of PSLV. On 29 December 2005, ISRO successfully tested the improved version of strap-on booster for the PSLV. The first version of PSLV-XL was the launch of Chandrayaan-1 by PSLV-C11. The payload capability for this variant is 1800 kg compared to 1600 kg for the other variants. Other launches include the RISAT Radar Imaging Satellite and GSAT-12.

As reported on the website of The New Indian Express newspaper (26 April 2007), PSLV project director N Narayanamoorthy spoke of another version being planned called the PSLV-HP, standing for ‘high performance.’ It will have improved strap-ons motors, and the payload capability will be raised to 2000 kg. The HP version will be used to launch a constellation of seven navigation satellites between 2010 and 2012. Among other things, the efficiency of the stage 4 engine will be improved in this version.

PSLV-3S (Under development / Proposed)
ISRO is also considering the development of a three-stage version of the rocket without six strap-on boosters (with the second stage of the four-stage version removed) which will be capable of placing 500 kg to LEO.

As of 30 June 2014 the PSLV has made 27 launches, with 26 successfully reaching their planned orbits. All launches have occurred from the Satish Dhawan Space Centre, known before 2002 as the Sriharikota Range.

Polar Satellite Launch Vehicle
PSLV flight D1
This was the first developmental flight of the PSLV d1. The IRS-1E satellite which was proposed to be launched was derived from the engineering model of IRS-1A incorporating a similar camera and an additional German-built monocular electro-optical stereo scanner. Even though the mission was a failure, the launch team and an expert committee appointed thereafter noted that the mission had validated many technologies and that most sub-systems had performed optimally.

The launch was witnessed by Prime Minister I.K. Gujral and also marked India's first launch vehicle built without Russian assistance.

PSLV flight C2
In the flight sequence, IRS-P4 was injected first, followed by KITSAT-3 and DLR-TUBSAT in that order. The mission was supported by ISTRAC network of ground stations located at Bangalore, Sriharikota, Lucknow, Mauritius, Bearslake, Russia and Biak, Indonesia. During the initial phase of the mission the ground station at Wilhem in Germany also provided network support. Upon injection of the satellites, data from the IRS-P4 was received at Hyderabad while KITSAT-3 data was received at the ground station in Korea and the data from the TUBSAT was received at the university ground station in Berlin.

PSLV flight C5
The launch took place despite heavy rain which commenced half an hour before the scheduled launch. However, ISRO decided to go ahead with the launch as despite rain, there were no strong winds and there were weather reports suggested that the monsoons would set in by the next day. Following the launch, a press statement released by the Minister of State (Space) announced that the PSLV has been proposed for the Chandrayan 1 moon mission.

PSLV flight C6
The President, Dr. Abdul Kalam, witnessed the launch from the Mission Control Centre. It was the first PSLV launch from second pad, using integrate-transfer-and-launch technology. After its integration in the Vehicle Assembly Building, the PSLV-C6 was transported on rails to the Umbilical Tower (UT) located one km away using the Mobile Launch Pedestal where the final operations were carried out.

PSLV flight C9
The fourth stage first fired Cartosat-2A into orbit at an altitude of 637 km about 885 seconds after lift-off. About 45 seconds later, it propelled IMS-1 into the orbit. Then the six nano satellites belonging to a cluster called NLS-4 were injected into orbit at intervals of 20 seconds each. NLS-5, a single satellite, flew out and finally the tenth satellite Rubin-8 went along with the fourth stage into orbit. Two satellites belonged to India and the remaining were nanosatellites built by universities in different countries.

Launch attended by Prime Minister Manmohan Singh. mRESINS ( mini Redundant Strapdown Inertial Navigation System) bolted to the vehicle's fourth stage, have tested avionics for future PSLV missions.

PSLV flight C22
Earlier launch date for PSLV C22 was fixed as 12 June 2013 (1.01AM) but the launch had been postponed because of a technical snag in the 2nd stage.

The launch of the first satellite in the Indian Regional Navigation Satellite System of the Indian Space Research Organization (ISRO), scheduled for June 12 from Sriharikota, has been postponed by 14 days after an anomaly was discovered just 11 days before launch. The satellite IRNSS-1A, which would be the first in a series of seven navigation satellites was scheduled to be launched on board the Polar Satellite Launch Vehicle (PSLV) C22 at 1.01 am on June 12. The satellite has undergone its pre-launch checks successfully. However, ISRO said the launch vehicle had an anomaly in one electro-hydraulic control actuators. “During the electrical checks of the launch vehicle, an anomaly was observed in one of the electro-hydraulic control actuators in the second stage. It has been decided to replace this actuator,” a statement by ISRO said. Officials added that the replacement of the actuator would take two weeks and it would be carried out at the launch pad and vehicle assembly area.

ISRO then replaced a faulty component in the PSLV-C22 rocket and rescheduled the flight of the IRNSS-1A satellite on it for 11:41 p.m. on July 1. PSLV-C22, successfully launched IRNSS-1A, the first satellite in the Indian Regional Navigation Satellite System (IRNSS).

At the completion of the countdown, PSLV-C22 lifted off from the First Launch Pad at 23:41 hrs 1 July 2013 with the ignition of the first stage and four strap-on motors of the launch vehicle.

PSLV flight C25

The Mars Orbiter Mission (MOM), informally called Mangalyaan is a Mars orbiter that was successfully injected into Earth orbit on 5 November 2013 at 2:38 PM IST (9:08 UTC) atop a PSLV-XL launch vehicle from Satish Dhawan Space Centre, Shriharikota (SHAR).

PSLV flight C23
PSLV-C23 was launched at 9.52 a.m.[IST] on June 30, 2014. It carried five foreign satellites - SPOT-7, NLS-7.1 (Can-X4), NLS-7.2 (Can-X5), AISat and VELOX-1. All five satellites were released successfully.

On September 20, 1993 a PSLV-D1, the first developmental flight, rocket failed during launch. A significant attitude disturbance occurred during second to third-stage separation, causing the attitude control command to exceed its maximum value. Because of the programming error in the pitch control loop of the digital autopilot software in the guidance and control processor, the required reversal of command polarity did not take place, causing the pitch loop to become unstable, resulted in loss of attitude control and failure to achieve orbit. The attitude control disturbance was traced to failure of one of the retro rockets designed to pull the burnt second stage away from the third stage. The vehicle crashed into the Bay of Bengal 700 seconds after take off.

IRS 1D
On September 29, 1997 a PSLV-C1 rocket has failed during launch. Anomalous interaction between the primary and secondary pressure regulators of the fourth stage caused a reduction in propellant flow and thrust after 250 s of burn time. As a result, the fourth stage was shut down by a software override timer after burning 435 s, before reaching the target orbit or depleting propellant. The injection velocity was 140 m/s low, resulting in orbit 301x823 km instead of the planned 817 km circular SSO. Initially, a leak of helium gas from one of the components in the fourth stage was suspected, similar to recent Long March 3 launch failure, but later ruled out. Resulted orbit was partially corrected using satellite on-board thrusters, thereby raising the perigee to 737 km, while the apogee remained at 821 kms.

Narendra Damodardas Modi ([nəreːnd̪rə d̪ɑːmoːd̪ərəd̪ɑːs moːd̪iː] ( ), born 17 September 1950) is the 15th and current Prime Minister of India. Modi, a leader of the Bharatiya Janata Party (BJP), also served as the Chief Minister of Gujarat from 2001–14. He is currently the Member of Parliament (MP) for the Varanasi constituency.

Modi was a key strategist for the BJP in the successful 1995 and 1998 Gujarat state election campaigns. He became Chief Minister of Gujarat in October 2001 and served longer in that position than anyone else to date. Modi was a major campaign figure in the 2009 general election, which the BJP-led National Democratic Alliance lost to the Congress-led United Progressive Alliance (UPA). He led the BJP in the 2014 general election, which resulted in an outright majority for the BJP in the Lok Sabha (the lower house of the Indian parliament) – the last time that any party had secured an outright majority in the Lok Sabha was in 1984.

Modi is a Hindu Nationalist and a member of the Rashtriya Swayamsevak Sangh (RSS).He is a controversial figure both within India as well as internationally as his administration has been criticised for the incidents surrounding the 2002 Gujarat riots. Modi has been praised for his economic policies, which are credited with creating an environment for a high rate of economic growth in Gujarat. However, his administration has also been criticised for failing to make a significant positive impact upon the human development of the state.

Modi was born on 17 September 1950 to a family of grocers belonging to the backward Ghanchi-Teli (oil-presser) community, in Vadnagar in Mehsana district of erstwhile Bombay State (present-day Gujarat), India. He was the third of four children born to Damodardas Mulchand Modi and his wife, Heeraben.He helped his father sell tea at Vadnagar railway station. As a child and as a teenager, he ran a tea stall with his brother near a bus terminus. In 1967, he completed his schooling in Vadnagar, where a teacher described him as being an average student, but a keen debater who had an interest in theatre.

That interest has influenced how he now projects himself in politics. At the age of eight, Modi came in contact with RSS and he began attending its local shakhas where he came in contact with Lakshmanrao Inamdar, popularly known as Vakil Saheb, who is known as his political guru and mentor. Inamdar inducted Modi as a balswayamsevak, a junior cadet in RSS. During his morning exercise session at the keri pitha shakha of RSS, he also came in contact with Vasant Gajendragadkar and Nathalal Jaghda, leaders of the Jan Sangh who later founded the BJP's Gujarat state unit in 1980.

Modi's parents arranged his marriage as a child, in keeping with the traditions of the Ghanchi caste. He was engaged at the age of 13 to Jashodaben Chimanlal and the couple were married by the time he was 18. They spent very little time together and were soon estranged because Modi decided to pursue an itinerant life, and reportedly the marriage was never consummated. Modi kept the marriage secret for most of his career only acknowledging the existence of his wife when filing his nomination for a parliamentary seat in the 2014 general elections.

As per Modi in Kishore Makwana's Common Man Narendra Modi, published in 2014, after leaving home at 17, he went to Ramakrishna Mission ashram in Rajkot and then to the Belur Math near Kolkata. Then he went to Guwahati and later joined another ashram set up by Swami Vivekananda in Almora, in the Himalayan foothills. Two years after, he returned to Vadnagar and after a brief halt at his house, Modi left again for Ahmedabad, where he lived and worked in a tea stall run by his uncle where he again came in contact with Lakshmanrao Inamdar who was then based at Hedgewar Bhavan, the RSS headquarters in the city. He then worked in the staff canteen of Gujarat State Road Transport Corporation until he became a full–time pracharak (campaigner) of the RSS in 1970. In 1978, Modi graduated with an extramural degree through Distance Education in political science from Delhi University. In 1983, while remaining as a pracharak in the RSS, completed his Master's degree in political science from Gujarat University. He still continues to visit Belur Math occasionally and talks about his reverence for the Ramakrishna Mission.

Early political career
Modi formally joined the RSS after the Indo-Pakistani War of 1971. After Modi had received some RSS training in Nagpur, which was a prerequisite for taking up an official position in the Sangh Parivar, he was given charge of Sangh's student wing, Akhil Bharatiya Vidyarthi Parishad, in Gujarat. During 1975–1977, when Prime Minister Indira Gandhi declared a state of the emergency, political opponents were jailed and political organisation including RSS were banned. Modi went underground in Gujarat and to evade arrest was occasionally disguised as a Sikh, saint, elderly man etc. and printed and sent booklets against the central government to Delhi. He also organised agitations and covert distribution of the Sangh's pamphlets.

He also participated in the movement against the Emergency under Jayaprakash Narayan. He was made the general secretary of the Gujarat Lok Sangharsh Samiti and his primary role was to co-ordinate between activists in the state. During this period he wrote a book titled Sangharsh ma Gujarat (Gujarat's struggle) in Gujarati which chronicles events, anecdotes as well as his personal experiences. The RSS assigned Modi to the BJP in 1985. While Shankersinh Vaghela and Keshubhai Patel were the established names in the Gujarat BJP at that time, Modi rose to prominence after organising Murli Manohar Joshi's Kanyakumari-Srinagar Ekta yatra (Journey for Unity) in 1991. In 1988, Modi was elected as organising secretary of BJP's Gujarat unit, marking his formal entry into mainstream politics. As secretary, his electoral strategy was central to BJP's victory in the 1995 state elections.

In November 1995, Modi was elected National Secretary of BJP and was transferred to New Delhi where he was assigned responsibility for the party's activities in Haryana and Himachal Pradesh. Vaghela defected from the BJP after he lost the 1996 Lok Sabha elections, having previously threatened to do so in 1995. Modi was promoted to the post of general secretary (Organisation) of the BJP in May 1998. While on the selection committee for the 1998 Assembly elections in Gujarat, Modi favoured supporters of Patel over those loyal to Vaghela, in an attempt to put an end to the factional divisions within the party. His strategies were credited as being key to winning the 1998 elections.

Chief Minister of Gujarat

In 2001, Keshubhai Patel's health was failing, and the BJP had lost seats in the by-elections. Allegations of abuse of power, corruption and poor administration were being made, and Patel's standing had been damaged by his administration's handling of the Bhuj Earthquake of 2001. As a result, the BJP's national leadership sought a new candidate for the office of chief minister, and Modi, who had aired his misgivings about Patel's administration, was chosen as a replacement. L. K. Advani, a senior leader of the BJP, did not want to ostracise Patel and was worried about Modi's lack of experience in governance. Modi declined an offer to be Patel's deputy chief minister, informing Advani and Atal Bihari Vajpayee that he was "going to be fully responsible for Gujarat or not at all", and on 7 October 2001, Modi was appointed the Chief Minister of Gujarat, with the responsibility of preparing the BJP for elections in December 2002.[citation needed] As Chief Minister, Modi's ideas of governance revolved around privatisation and small government, which stood at odds with what political commentator Aditi Phadnis has described as the "anti-privatisation, anti-globalisation position" of the RSS.

First term (2001–2002)
2002 Gujarat riots

On 27 February 2002, a train with several hundred passengers including large numbers of Hindu pilgrims was burned near Godhra, killing around 60 people.[a] Following rumours that the fire was carried out by Muslim arsonists, anti-Muslim violence spread throughout Gujarat. Estimates of the death toll ranged from 900 to over 2,000, while several thousand more people were injured. The Modi government imposed a curfew in major cities, issued shoot-at-sight orders, and called for the army to prevent the violence from escalating. However, human rights organisations, opposition parties, and sections of the media all accused Gujarat's government of taking insufficient action against the riots, and even condoning it in some cases. Modi's decision to move the corpses of the Kar Sevaks who had been burned to death in Godhra to Ahmedabad had been criticised for inflaming the violence.

In March 2008, the Supreme Court asked the state government to re-investigate nine cases in the 2002 Gujarat riots, including the Gulbarg Society incident, and constituted a Special Investigation Team (SIT) to probe the cases afresh. Responding to a petition from Zakia Jafri, widow of Ehsan Jafri who was killed in the Gulbarg Society massacre, the Supreme court in April 2009 asked the SIT to probe her complaint alleging that Modi and another minister had been complicit in the killing. The SIT questioned Modi in March 2010, and in May 2010 presented its report before the Court, stating that it found no evidence to substantiate the allegations. In July 2011, the amicus curiae Raju Ramachandran submitted his final report to the Supreme Court, stating that Modi could be prosecuted based on the available evidence, contrary to the position of the SIT. Ramachandran's report was criticised by the SIT for relying on the testimony of Sanjiv Bhatt, who, it said, had fabricated the documents used as evidence. The Supreme court handed the matter to the magistrate court, and left it to the SIT to examine Ramachandran's report. The SIT submitted its final report in March 2012, seeking closure of the case, against which Zakia Jaffri filed a protest petition. In December 2013, the magistrate court rejected the protest petition and accepted the clean chit given to Modi by SIT stating that there was no evidence against Modi in the case.

Modi's involvement in the events of 2002 has continued to be debated. Several scholars have described the events of 2002 as a pogrom, while others have called it an instance of state terrorism. Summarizing academic views on the subject, Martha Nussbaum stated that "There is by now a broad consensus that the Gujarat violence was a form of ethnic cleansing, that in many ways it was premeditated, and that it was carried out with the complicity of the state government and officers of the law." In 2012, Maya Kodnani, a former minister in Modi's Government from 2007 – 2009, was convicted of having participated in the Naroda Patiya massacre during the 2002 riots. She was both the first female and the first MLA to be convicted in a post-Godhra riots case. While initially announcing that it would seek the death penalty for Kodnani, Modi's government eventually pardoned her in 2013 and settled for a prison sentence.

A few months after the riots, New York Times reporter Celia Dugger asked Modi if he wished he handled the riots any differently. He told her his only regret was that he did not handle the news media better and cited India's NDTV channel as being irresponsible in its reporting.

2002 election

In the aftermath of the violence, there were widespread calls for Modi to resign from his position as chief minister of Gujarat. These came from both within and outside the state, including from the leaders of the Dravida Munnetra Kazhagam and the Telugu Desam Party, which were allies in then BJP-led NDA government at the centre. The opposition parties stalled the national parliament over the issue. In April 2002, at the national executive meeting of BJP at Goa, Modi submitted his resignation; however, it was rejected by the party. On 19 July 2002, Modi's cabinet had an emergency meeting and offered its resignation to the Governor of Gujarat, S. S. Bhandari, and the assembly was dissolved. In the subsequent elections, the BJP, led by Modi, won 127 seats in the 182-member assembly. Modi made significant use of anti-Muslim rhetoric during his election campaign, though he later denied it.

Second term (2002–2007)
Despite allegations of using anti-Muslim rhetoric during the campaign, Modi's emphasis shifted during his second term from Hindutva to the economic development of Gujarat. Modi's decisions curtailed the influence of organisations of the Sangh Parivar such as the Bharatiya Kisan Sangh (BKS) and the Vishva Hindu Parishad (VHP), which had become entrenched in Gujarat after the decline of Ahmedabad's textile industry.Modi dropped Gordhan Zadafia, an ally of his former Sangh co–worker and VHP state chief Praveen Togadia, from the cabinet ministry. When the BKS launched a farmers' agitation, Modi ordered their eviction from houses provided by the state government. Modi's decision to demolish 200 illegal temples in Gandhinagar deepened the rift with VHP. Various organisations of the Sangh were no longer consulted nor informed of Modi's administrative decisions prior to their enactment.

The changes brought by Modi in the period 2002–2007 has led to Gujarat being called an attractive investment destination. Aditi Phadnis writes that "there was sufficient anecdotal evidence pointing to the fact that corruption had gone down significantly in the state... if there was to be any corruption, Modi had to know about it". Modi started financial and technology parks in the state. During the 2007 Vibrant Gujarat summit, real estate investment deals worth 6.6 trillion were signed in Gujarat.

Despite his focus on economic issues during the second term, Modi continued to be criticised for his relationship with Muslims. Atal Bihari Vajpayee, then Prime Minister of India, who had asked Modi not to discriminate between citizens in the aftermath of the 2002 Gujarat violence and had pushed for his resignation as Chief Minister of Gujarat, distanced himself from Modi and reached out to North Indian Muslims before the 2004 elections to the Lok Sabha. After the elections, Vajpayee held that the violence in Gujarat had been one of the reasons for BJP's electoral defeat and acknowledged that not removing Modi immediately after the Gujarat violence was a mistake.

2007 election

In the run up to the assembly elections in 2007 and the general election in 2009, the BJP stepped up its rhetoric on terrorism. On 18 July 2006, Modi criticised the Indian Prime Minister, Manmohan Singh, "... for his reluctance to revive anti-terror legislations" such as the Prevention of Terrorist Activities Act. He asked the national government to allow states to invoke tougher laws in the wake of the 2006 blasts in Mumbai. Around this time Modi frequently demanded the execution of Afzal Guru, a collaborator of the Pakistani jihadists who had been convicted of terrorism for his involvement in the 2001 Indian Parliament attack. As a consequence of the November 2008 Mumbai attacks, Modi held a meeting to discuss security of Gujarat's 1,600 km (990 mi) long coastline which resulted in the central government authorisation of 30 high–speed surveillance boats.

In July 2007, Modi completed 2,063 consecutive days as chief minister of Gujarat, making him the longest-serving holder of that post. The BJP won 122 of the 182 seats in the state assembly in the 2007 election, and Modi continued as chief minister.

Third term (2007–2012)
Development projects

Successive BJP governments under Patel and Modi supported NGOs and communities in the creation of infrastructure projects for conservation of groundwater. Gujarat is a semi-arid state and, according to Tushaar Shah, was "... never known for agrarian dynamism". By December 2008, 500,000 structures had been constructed, of which 113,738 were check dams. While most check dams remained empty during the pre-monsoon season, they helped recharge the aquifers that lie beneath them. 60 of the 112 tehsils which were found to have over–exploited the groundwater table in 2004 had regained their normal groundwater level by 2010, meaning that Gujarat had managed to increase its groundwater levels at a time when they were falling in all other Indian states. As a result, production of genetically-modified Bt cotton, which could now be irrigated using tube wells, increased to become the largest in India. The boom in cotton production and utilisation of semi–arid land saw the agriculture growth rate of Gujarat increase to 9.6% in the period 2001–2007. Though public irrigation measures in the central and southern areas, such as the Sardar Sarovar Project, have not been as successful in achieving their aims, for the decade 2001–2010, Gujarat recorded an agricultural growth rate of 10.97%, the highest among all Indian states. However, sociologists have pointed out that the growth rate under the Congress government during 1992–97 was at 12.9%.

The Narendra Modi government also succeeded in bringing electricity to every village in Gujarat, although Dipankar Banerjee points out that all but 170 of them had been electrified under the previous Congress administration.Modi also greatly changed the system of power distribution in the state, with a significant impact on farmers. The state greatly expanded the Jyotigram Yojana scheme, in which the agricultural electricity supply was rewired to separate it from other rural power supplies. The electricity supplied was then rationed to fit scheduled demand for irrigation, resulting in a cost reduction. Initial farmer protests died down when the farmers who benefited found that supply had become more regular. An assessment study found that corporations and large farmers had significantly benefited from the policy, but that small farmers and labourers had been negatively impacted.

In his third term, progress was made on the Gujarat International Finance Tec-City project, considered as one of Modi's pet projects. The first phase, which encompassed two skyscrapers, GIFT One and Two, was completed in 2012.



Debate on Gujarat's development under Modi

Modi's government has worked to brand Gujarat as a state of dynamic development, economic growth and prosperity, using the slogan "Vibrant Gujarat". However, critics have pointed to Gujarat's relatively poor record on human development, poverty alleviation, nutrition, and education. The state is 13th in India for poverty, 21st for education, 44.7 percent of children under five are underweight and 23 percent are undernourished putting the state in the "alarming" category on the India State Hunger Index. In contrast, officials from the state of Gujarat claim that Gujarat outperformed India as a whole in the rates of improvement of multiple human indicators, such as female education, between 2001 and 2011. Furthermore, they claim that the school drop-out rates declined from 20 percent in 2001 to 2 percent in 2011, and that maternal mortality declined by 32 percent from 2001 to 2011. Additionally, the Indian Supreme Court, in a review of the Land Acquisition Act, 1894, identified Gujarat as being one of the few states from which there were no complaints of forcible land acquisition.

Political scientist Christophe Jaffrelot asserts that the development in Gujarat has been limited to the urban middle class, while rural dwellers and lower castes have become increasingly marginalised. He cites the fact that Gujarat ranks 10th among the 21 Indian states in the Human Development Index, which he attributes to the lower development in rural Gujarat. He states that under Modi, the number of families living below the poverty line has increased, and that particularly rural adivasi and dalits have become increasingly marginalised. In July 2013, Economics Nobel Laureate Amartya Sen criticised Narendra Modi's governance record and said he did not approve of it, saying that under Modi's administration, Gujarat's "record in education and healthcare is pretty bad". However, economists Arvind Panagariya and Jagdish Bhagwati state that Gujarat's social indicator improved from a much lower baseline than other Indian states. They state that Gujarat's performance in raising literacy rates has been superior to other states in India, and the "rapid" improvement of health indicators in Gujarat as evidence that "its progress has not been poor by any means."

Press and public relations
Modi interacted with netizens on Google+ on 31 August 2012. The chat session was also broadcast live on YouTube. The questions were submitted before the chat, and those broadcast were mostly based on issues about education, youth empowerment, rural development and causes of urbanisation. The hashtag #ModiHangout became the most trending term in India at Twitter on the day of the session, whereas #VoteOutModi, used by Modi's opponents, became the third most trending term in the country. The event made Modi the first Indian politician to interact with netizens through live chat on the internet.

Fourth term (2012–2014)

In the 2012 Gujarat legislative assembly elections, Modi won from the constituency of Maninagar with a majority of 86,373 votes over Sanjiv Bhatt's wife, Shweta, who was contesting for the Indian National Congress. The BJP won 115 of the 182 seats, continuing the majority that the party has had throughout Modi's tenure, and allowing the party to form the government, as it has in Gujarat since 1995.

In later by-elections, the BJP won an additional four assembly seats and 2 Lok Sabha seats that were all held by the Indian National Congress prior to the by-elections, even though Modi never campaigned for its candidates. This brought the number of seats held by the BJP in the state assembly up to 119.

In 2013, the Wharton India Economic Forum (WIEF) at the Wharton School of the University of Pennsylvania cancelled a keynote video-conference speech by Modi after some Indian-Americans lobbied against Modi.

After being elected as Prime Minister, Modi resigned from the post of chief minister on 21 May 2014, and his MLA seat from the Maninagar constituency, after delivering a leaving speech described as emotional. Anandiben Patel was chosen as his replacement.

National government

Modi played a role in the 2009 national general election campaign of the BJP[and was one of their star campaigners.

2014 general election

On 31 March 2013, Modi was appointed to the BJP Parliamentary Board, the highest decision-making body of the party. On 9 June 2013, Modi was appointed Chairman of the BJP's Central Election Campaign Committee for the 2014 general election, at the national level executive meeting of BJP. The party's senior leader and founding member Lal Krishna Advani resigned from all his posts at the party following the selection, protesting against leaders who were "concerned with their personal agendas"; the resignation was described by The Times of India as "a protest against Narendra Modi's elevation as the chairman of the party's election committee". However, Advani withdrew his resignation the next day at the urging of RSS chief Mohan Bhagwat. In September 2013, BJP announced Modi as their prime ministerial candidate for the 2014 Lok Sabha election. Narendra Modi contested the election from two constituencies: Varanasi and Vadodara. His candidacy was supported by spiritual leaders Ramdev and Morari Bapu, and by economists Jagdish Bhagwati and Arvind Panagariya, who have stated that they, "...are impressed by Modi's economics." His detractors included Nobel Prize laureate economist Amartya Sen, who said that he did not want Modi as a Prime Minister because he had not done enough to make minorities feel safe, and that under Modi, Gujarat's record in health and education provision has been "pretty bad".

Modi won from both seats he contested; defeating Arvind Kejriwal, leader of the Aam Aadmi Party, in Varanasi and Madhusudan Mistry of the Indian National Congress in Vadodara (by a margin of 570,128 votes, the second highest ever). He led the BJP-led NDA to a decisive victory in the general elections in which the ruling Indian National Congress suffered its worst ever defeat. Modi was unanimously elected as the leader of the BJP parliamentary party following his party's victory in the Indian parliamentary elections and was subsequently appointed the prime minister by India's president. To comply with the rule that a MP can not hold two constituencies, Modi vacated the Vadodara seat.

Narendra Modi was sworn in as prime minister on 26 May 2014 at the Rastrapati Bhavan. He is India's first prime minister born after the country's independence. In a first of its kind, Modi invited all SAARC leaders to attend his swearing-in ceremony the attendees included Prime Minister of Pakistan Nawaz Sharif, Sri Lankan president Mahinda Rajapaksa, Afghanistan president Hamid Karzai, Bhutan Prime Minister Tshering Tobgay, Nepal Prime Minister Sushil Koirala, Maldives president President Abdulla Yameen Abdul Gayoom and speaker of Bangladesh Shirin Sharmin Chaudhury and Prime Minister Navin Ramgoolam of Mauritius (SAARC observer).

As chief minister of Gujarat
To attract foreign investment in Gujarat during his time as chief minister, Modi made visits to countries such as China, Singapore and Japan. He also visited China in November 2006 to study the Special Economic Zones that were about to be implemented in Gujarat.[149] He again visited in September 2007 and later in November 2011. A month after his visit of 2011, the Chinese Government released 13 diamond traders from India who had been jailed by the Shenzhen Customs, which Modi attributed to his diplomatic efforts and statesmanship.

Modi's relationship with many Western nations was a troubled one during his tenure as Chief Minister. Questions about his role in the 2002 Gujarat riots resulted in a boycott by the UK, the US and the EU. He was barred from entering the United States under a provision of the Immigration and Nationality Act. The UK as well as the European Union refused to deal with Modi because of perceptions of his role in the riots. However, as Modi emerged as a national leader in India, the UK and the EU lifted their boycotts in October 2012 and March 2013 respectively and, following Modi's election as the Prime Minister of India, the US invited him to Washington.

In 2011, the Karachi Chamber of Commerce & Industry, impressed with the development of Gujarat, invited Modi to visit Pakistan and address prominent business leaders. They also asked him to consider a flight between Karachi and Ahmedabad, on account of the historical cultural and economic relations between the two regions of Gujarat and Sindh. Modi wanted to help Pakistan out of its power crisis, especially in Sindh, suggesting Pakistan can follow the 'Gujarat Model' in two ways – Gujarat Solar Park and Kalpasar Project.

In April 2014, in a move described as "unexpected", senior Pakistani diplomats told The Daily Telegraph that Modi is their preferred choice for the Prime Minister of India, "as he could provide the strong leadership necessary for peace talks".

Although boycotted by Western nations, Modi visited Japan in 2012. According to Ryohei Kasai, research fellow at the Center for South Asian Studies, Gifu Women's University, Japan, "There is a growing interest in Modi in Japan with much anticipation that he will reshape India by revitalizing its economy and better governance. I believe Japan has an excellent relationship with him. Not only have successive Japanese ambassadors to India been regular guests in 'Vibrant Gujarat' investors' summit (organised biennially) but Japanese private companies also made a big amount of investment in the state."

As Prime Minister of India
Modi invited the leaders of SAARC countries to his oath-taking ceremony for taking office as Prime Minister, to strengthen the diplomatic relationship and increase business. Continuing with the aim of promoting close ties with neighbouring countries, Modi's first foreign visit will be to Bhutan.

Personality and image
Modi is a vegetarian. He has a frugal lifestyle with a personal staff of three. He is a workaholic and an introvert. He writes poems in Gujarati. As a speaker, he is known as a crowd-puller. In the critical opinion of Somini Sengupta, writing for The New York Times in a 2009 article on the Supreme Court's ordering of an investigation into Modi's role in the 2002 Gujarat riots, "Mr. Modi has assiduously sought to reinvent himself from a scruffy mascot of Hindu nationalism to a decisive corporate-style administrator".

Modi has been labelled by the media and some articles in peer-reviewed journals as a controversial, polarising and divisive figure, but British economist Jim O'Neill, author of the BRIC report, wrote on his blog that Modi is "good on economics", one of the things that "India desperately needs in a leader". In August 2013, financial analyst Chris Wood, chief strategist of CLSA, wrote in his weekly Greed & Fear that "the Indian stock market's greatest hope is the emergence of Gujarat Chief Minister Narendra Modi as the BJP's prime ministerial candidate".

The Election Commission of India(Hindi:भारत निर्वाचन आयोग) is an autonomous, constitutionally established federal authority responsible for administering all the electoral processes in the Republic of India. Under the supervision of the commission, free and fair elections have been held in India at regular intervals as per the principles enshrined in the Constitution. The Election Commission has the power of superintendence, direction and control of all elections to the Parliament of India and the state legislatures and of elections to the office of the President of India and the Vice-President of India.

The Chief Election Commissioner can be removed from his office by Parliament with two-thirds majority in Lok Sabha and Rajya Sabha on the grounds of proven misbehaviour or incapacity. Other Election Commissioners can be removed by the President on the recommendation of the Chief Election Commissioner. The Chief Election Commissioner and the two Election Commissioners draw salaries and allowances at par with those of the Judges of the Supreme Court of India as per the Chief Election Commissioner and other Election Commissioners (Conditions of Service) Rules, 1992.The current CEC is V.Sundaram Sampath.

History
T.N. Seshan
Over the years , the Election Commission's enforcement of India's remarkably strict election laws grew increasingly lax. As a consequence, candidates flagrantly violated laws limiting campaign expenditures. Elections became increasingly violent (350 persons were killed during the 1991 campaign, including five Lok Sabha and twenty-one state assembly candidates), and voter intimidation and fraud proliferated.

The appointment of T.N. Seshan as chief election commissioner in 1991 reinvigorated the Election Commission and curbed the illegal manipulation of India's electoral system. By cancelling or repolling elections where improprieties had occurred, disciplining errant poll officers, and fighting for the right to deploy paramilitary forces in sensitive areas, Seshan forced candidates to take the Election Commission's code of conduct seriously and strengthened its supervisory machinery. In Uttar Pradesh, where more than 100 persons were killed in the 1991 elections, Seshan succeeded in reducing the number killed to two in the November 1993 assembly elections by enforcing compulsory deposit of all licensed firearms, banning unauthorised vehicular traffic, and supplementing local police with paramilitary units. In state assembly elections in Andhra Pradesh, Goa, Karnataka, and Sikkim, after raising ceilings for campaign expenditures to realistic levels, Seshan succeeded in getting candidates to comply with these limits by deploying 337 audit officers to keep daily accounts of the candidates' election expenditures. Although Seshan has received enthusiastic support from the public, he has stirred great controversy among the country's politicians. In October 1993, the Supreme Court issued a ruling that confirmed the supremacy of the chief election commissioner, thereby deflecting an effort to rein in Seshan by appointing an additional two election commissioners. Congress (I)'s attempt to curb Seshan's powers through a constitutional amendment was foiled after a public outcry weakened its support in Parliament.

Use of Scientific and Technological Advancements
The Election Commission had tried to bring improvements in election procedures by introduction of EVM – Electronic Voting Machines. It was thought that EVMs would reduce malpractices and improve efficiency.It was first tried out on an experimental basis in the state of Kerala for the 1982 Legislative Assembly Elections. After successful testing and legal inquires, the Commission took the decision to begin the use of EVMs.

The Election Commission launched a web site of its own on 28 February 1998. It helps to provide accurate information, management, administration and also instant results of the elections. In 1998, Election Commission decided on a programme for the 'computerisation' of the electoral rolls.

In an effort to prevent electoral fraud, in 1993 EPICs – Electorals Photo Identity Cards were issued. In the 2004 elections, it was mandatory to possess the card.

Multi Member Commission
Originally the commission had only a Chief Election Commissioner. But, two additional Commissioners were appointed to the commission for the first time on 16 October 1989 but they had a very short tenure till 1 January 1990. The Election Commissioner Amendment Act, 1993 made Election Commission to be multi member body. Later, on 1 October 1993, two additional Election Commissioners were appointed. The concept of multi-member Commission has been in operation since then, with decision making power by majority vote.

Functions and powers
Guardian of Free and Fair Elections
One of the most important features of the democratic polity is elections at regular intervals.

Democracy is the

“Government of the people, By the people, And for the people".

Holding periodic free & fair elections are essentials of democratic system. It is part of basic structure of the Constitution which has been held in T. N. Sheshan V/s Union of India.The Commission has taken many efforts for the success of elections and thereby democracy.

Model Code of Conduct
The Election Commission is regarded as guardian of free and fair elections. In every election, it issues a Model code of Conduct for political parties and candidates to conduct elections in free and fair manner. The Commission issued the code for the first time in 1971 (5th Election) and revised it from time to time. It lay down guidelines for conduct of political parties & candidates during elections. However, there are instances of violation of code by the political parties and complaints are received for misuse of official machinery by the candidates.

In I.D. Systems (India) Pvt. Ltd. v/s. Chief Election Commissioner, the Kerala High Court held that the object of model code of conduct is not to stop all governmental activities but only those actions which may directly influence a section of electors need to be prevented.

The need for such code is in the interest of free and fair elections. However, the code does not have any specific statutory basis. It has only a persuasive effect. It contains what, known as "rules of electoral morality". But this lack of statutory backing does not prevent the Commission from enforcing it.

Registration of Political Parties
A law regarding to this registration process was enacted in 1989 and number of parties got registered with Commission.It helps to avoid confusion and headache of the administrative machinery as well as confusion of the electorate. It ensures that political parties can practice democracy only by their registration.

Limits on Poll Expenses
To get rid of the growing influences and vulgar show of money during elections the Election Commission has made many suggestions in this regard. The Election Commission has fixed the legal limits on the amount of money which a candidate can spend during election campaigns. These limits have been revised from time to time. The Election Commission by appointing observers keeps an eye on the individual account of election expenditure. The contestants are also required to give details of expenditure with 30 days of declaration of results. However, political parties do not adhere to the financial ‘Lakshman Rekha’ as huge amount are spent by parties under the garb of their supporters.

The campaign period was reduced by the Election Commission from 21 to 14 days for Lok Sabha and Assembly elections; it is for to trim down election expenditure. The Election Commission’s this attempt to impose these measures has been a move in the right direction. Moreover, Election Commission takes details of the candidate's asset on affidavit at the time of submitting nomination paper.

In Common Cause v/s. Union of India, it was pointed out that, in India elections are fought on the basis of money. The Court ruled that, purity of election is fundamental to the democracy and Commission can ask the candidates about the expenditure incurred by them and political party for this purpose.

Prohibition on Publication
The Commission can issue an order for prohibition of publication and disseminating of results of opinion polls (Exit Polls).

Quasi judicial powers
Under the Constitution, the Commission also has advisory jurisdiction in the matter of post election disqualification of sitting members of Parliament found guilty of corrupt practices at elections which come before the Supreme Court and High Courts.The Courts refer to the Commission for its opinion on the question as to whether such person shall be disqualified and, if so, for what period. The opinion of the Commission in all such matters is binding on the President or, as the case may be, the Governor to whom such opinion is tendered. The Commission has the power to disqualify a candidate who has failed to lodge an account of his election expenses within the time and in the manner prescribed by law. The Commission has also the power for removing or reducing the period of such disqualification as also other disqualification under the law.

Booth Level Officer
Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.

Secretariat
The Commission has a separate Secretariat at New Delhi, consisting of about 300 officials, in a hierarchical set up.Two or three Deputy Election Commissioners and Director Generals who are the senior most officers in the Secretariat assist the Commission. They are generally appointed from the national civil service of the country and are selected and appointed by the Commission with tenure. Directors, Principal Secretaries, and Secretaries, Under Secretaries and Deputy Directors support the Deputy Election Commissioners and Director Generals in turn. There is functional and territorial distribution of work in the Commission. The work is organised in Divisions, Branches and sections; each of the last mentioned units is in charge of a Section Officer. The main functional divisions are Planning, Judicial, Administration, Systematic Voters' Education and Electoral Participation, SVEEP, Information Systems, Media and Secretariat Co-ordination. The territorial work is distributed among separate units responsible for different Zones into which the 35 constituent States and Union Territories of the country are grouped for convenience of management.

At the state level, the election work is supervised, subject to overall superintendence, direction and control of the Commission, by the Chief Electoral Officer of the State, who is appointed by the Commission from amongst senior civil servants proposed by the concerned state government. He is, in most of the States, a full-time officer and has a small team of supporting staff.

At the district and constituency levels, the District Election Officers, Electoral Registration Officers and Returning Officers, who are assisted by a large number of junior functionaries, perform election work. They all perform their functions relating to elections in addition to their other responsibilities. During election time, however, they are available to the Commission, more or less, on a full-time basis. The gigantic task force for conducting a countrywide general election consists of nearly five million polling personnel and civil police forces. This huge election machinery is deemed to be on deputation to the Election Commission and is subject to its control, superintendence and discipline during the election period, extending over a period of one and a half to two months.

Budget and Expenditure
Secretariat of the Commission has an independent budget, which is finalised directly in consultation between the Commission and the Finance Ministry of the Union Government. The latter generally accepts the recommendations of the Commission for its budgets. The major expenditure on actual conduct of elections is, however, reflected in the budgets of the concerned constituent units of the Union – States and Union Territories. If elections are being held only for the Parliament, the expenditure is borne entirely by the Union Government while for the elections being held only for the State Legislature, the expenditure are borne entirely by the concerned State. In case of simultaneous elections to the Parliament and State Legislature, the expenditure is shared equally between the Union and the State Governments. For Capital equipment, expenditure related to preparation for electoral rolls and the scheme for Electors' Identity Cards too, the expenditure is shared equally.

Tenure
The Chief Election Commissioner and two Election Commissioners have a tenure of six years, or up to the age of 65 years, whichever is earlier. The Chief Election Commissioner can be removed from office only through impeachment by Parliament.

Judicial Review

The decisions of the Commission can be challenged in the High Court and the Supreme Court by appropriate petitions called as "Election petition". By long standing convention and several judicial pronouncements, once the actual process of elections has started, the judiciary does not intervene in the actual conduct of the polls. Once the polls are completed and result declared, the Commission cannot review any result on its own. This can only be reviewed through the process of an election petition, which can be filed before the High Court, in respect of elections to the Parliament and State Legislatures. In respect of elections for the offices of the President and Vice-President, such petitions can only be filed before the Supreme Court.

National Voters' Day
25 January is the foundation day of the Commission, which came into being on this day in 1950. It is also celebrated as National Voters' Day by ECI . The Commission's objective through National Voters' Day is to increase enrolment of voters, especially of the newly eligible ones, to make universal adult suffrage a complete reality. The National Voters' Day is also utilised to spread awareness among voters regarding effective participation in the electoral process.

4th National Voters' Day
The Election Commission of India celebrated the 4th National Voters' Day across the country on 25 January 2014 . The theme for the 4th NVD was 'Ethical Voting'. NVD functions were held at more than 656,000 locations across the country covering nearly all 900,000 Polling Stations. 39.1 million new electors were added in the run up to the fourth National Voters' Day, among which 12.7 million are the newly eligible 18-19yrs old.
